Abstract

This article is a reflection on the means and instruments of how an actor in public politics can make his self evaluation and accountability. Emphasis is placed on public policy evaluation methods, with a focus on the participants and, to a lesser extent, on the manager. Here we describe the public policy cycle: agenda formation, policy formulation, policy or process implementation, and evaluation. The indicators studied are reflections of the experience of Embrapa in the participation of public policy cycles. There are examples of how to measure actor participation in the formulation, implementation and evaluation of public policies. Indicators were constructed to evaluate the participation of its agents in sectoral chambers, the participation with technical knowledge resulting from the scientific research, the dissemination of knowledge and to measure the degree of public attendance by the studied politics. It is concluded that public policy actors can construct indicators appropriate to each policy context and cycle, aiming at improving their self-knowledge and building a continuous improvement process within the institution.
