Abstract

The global food production, distribution, and
supply system is subject to severe disruptions, stemming from natural or man-made hazards, such as extreme weather conditions, political unrest, and health issues. This exposes families worldwide to the risk of food shortages and malnutrition. One of the most recent examples was the crisis triggered by the Covid-19 pandemic, a cataclysmic event for the global system on many levels, particularly health, which spread into a complex food crisis on a global scale. The objective of this study was to analyze the scientific literature on food security to identify the main government responses to combating food insecurity in recent decades. For this purpose, a systematic review was carried out using the Knowledge Development Process - Constructivist (ProKnow-C) method. After defining the exclusion and
inclusion criteria, 21 articles remained for analysis and research development. The main results indicated
that strengthening a social protection system is fundamental to combating food security at the national level, and that, at the international level, greater cooperation and international governance are desired to mitigate the effects of crises in the long term.
