Impact evaluation of Embrapa´s contribution to the Seguro-Defeso policy

Abstract

In the period from 2017 to 2018, aiming to evaluate the impacts of its contribution to public policies, Embrapa developed a methodology with the objective of qualifying and estimating a value for its contribution to society. The impact assessment method was applied in the Seguro-Defeso (a security policy), in the region of the Rio Paraguai in Mato Grosso do Sul. The SD is a public policy on which Embrapa Pantanal has been working since 1989 to protect the fishing resources, during the period of fish reproduction known as piracema. The purpose of the impact assessment was to measure the effect of the results produced by Embrapa to the beneficiaries of SD. It is concluded that Embrapa Pantanal has contributed to the defenso insurance policy and by doing so, for the conservation of the Pantanal’s fish resources. According to the perception of the fishermen, the Embrapa Pantanal contributed to food and nutritional security for the families of artisanal profession-disal fishermen. The organization also helped with the improvement of income for the fisher families. The policy also strengthened the development of the tourist fishing sector in the city of Corumbá.
