Abstract

One of the mains fights at the leather and footwear productive chain refers to the tributary policy on the exports of wet blue leather. In one hand, there are the Centre of the Tanagers Industries from Brazil (CICB) and the national makers of shoes and artifacts of leather that want the taxation. On the other hand, there are the Agriculture National Confederation (CNA) and the tanagers of wet blue that don’t want it. After a decision of the federal government, the extinction of the taxation from January of 2007 was established. This paper had like objective discusses the exportations of brazilian leather and any obstacles to the competitiveness of the chain and thus creates fundamentals for policies about this question. The numbers of exports of leather as in value as in quantities and the rate of exchange between 1999 and 2005 were used. Along this period, there is an improvement of exports of crust and finished leathers, as in value as in quantities, but this occurred, in true, divided to the depreciating of the rate of exchange at the start of the year 1999, what improved the national competitiveness in this segment.
