Abstract

Nowadays, the adoption of sanitary measures as a trade barrier policy and its legitimacy became a very important topic under the international scope debate. The prohibition of fresh and frozen beef exports from Brazil to the United States, evem from regions recognized as Free from the Foot and Mouth Desease with Vaccination, has been discussed for years. The analysis of the problem found out during the North-American audits carried out in the Brazilian slaughterhouses, might be an indicator of the challenges being faced by these firms. This studies addresses the methodology used to compare the results of the inspection reports in the period of 2000 through 2005. Results suggest that there is not a clear trend on the evolution and solution of the non-compliance problems pointed out by the audits in the slaughterhouses that export beef to the United States. Currently, the major problem identified to accomplish the North-American requirements is related to the basic establishmentes and their conditions.
