National program for control and eradication of animal brucellosis and tuberculosis

Brazil has an important role in beef international market. To keep this position its important the continuous investments on animal health. Therefore, the Ministério da Agricultura, Pecuária e Abastecimento (Mapa) has eradication programs to the most important animal diseases. One of these programs is the Programa Nacional de Controle e Erradicação da Brucelose e Tuberculose Animal (PNCEBT), released in 2001. The sanitary measures of PNCEBT were analyzed according with public goods theory. Then, the impact of the program was evaluated comparing the geometric growth rates for the period before and after the implementation of the program: 1996 to 2003 and 2004 to 2006. It was concluded that the major part of the responsibilities awarded by the program are in agreement to the theory. The impacts of the program were better for vaccination than for tuberculosis examinations, what was probably due to the obligation of vaccinations. In conclusion, PNCEBT had good results however its still needed greater adoption of its measures by the producers in order to equal Brazil to its international competitors.Downloads
