Sheep husbandry and clandestine slaughter: a fiscal problem or a market solution?

Abstract

The sheep productive chain shows high informality rate, because the official control is inadequate and institutional environment aspects favor the existence of the illegal slaughter. Several federal and state legislations both provides for the animal products sanitary inspection. However, there is little supervision and poor coordination among government agencies. The States do not publish official data for the sheep slaughter and transport. Trade conflicts occur frequently between the producers and the few existing industries. The consumer does not distinguish the meat came from illegal slaughter. There is a wide disparity between the usage patterns and the formal rules, and this informality brings both costs and benefits to the productive chain.
