Federative Cooperation: An Analysis Between the Ministry of Agriculture and the State of São Paulo

This study explores the dynamics of federal transfers from the Union to the state of São Paulo through the Ministry of Agriculture, using data analysis from the TransfereGov platform. The methodology involved a detailed analysis of transfers by modality, year by year purpose, instruments used, and receiving entities. The results reveal patterns and trends demonstrated between the years 2008 and 2023, in resource allocation, reflecting the complexity of federal cooperation and its implications for agricultural development in São Paulo. The results highlight changes during this period through the shift from grant contracts to agreements, in the proportional changes of resources allocated to Civil Society Organizations, leading to the establishment of partnerships focused on public entities, concentrated on the acquisition of agricultural machinery and equipment. Furthermore, this study emphasizes this modality as a mechanism of federal cooperation that, in the absence of a central guideline conditioning a national development strategy focused on the sector, may compromise the democratization of resource management, supported by the parochial orientation of these resource allocations.Downloads
