Obsolescence of minimum productivity indexes in agrarian reform policy

Abstract

This work presents an analysis of the adequacy of the degree of efficiency in the exploration (GEE) of soybean, which is the main large-scale agricultural crop in Brazil, in comparison with the current production levels. Data were obtained from the municipal agricultural production survey (Produção Agrícola Municipal - PAM, IBGE) and from normative instructions from the Instituto Nacional de Colonização e Reforma Agrária (Incra). A methodology was introduced to determine the minimum levels of productive efficiency based on distributional characteristics of soybean productivity in regional groups. This methodology made it possible to compare the current production scenario with what is foreseen as a requirement to certify productivity, in compliance with the social function of property, on the basis of articles 185 and 186 of the Federal Constitution. The results point out to the obsolescence of the minimum productivity indexes used by Incra, in contrast with the current productivity of soybean cultivation in Brazil, considering fixed values and regional groupings.
