Brazilian coffee agribusiness policy: challenges and propositions

Abstract

Several aspects of coffee agricultural policy are analysed achieving to understand some challenges, such as: climatic difficulties; price’s fluctuations and farmer’s decapitalisation; increase of participation of new others countries in this market; progressive valorization of Conilon relative to arabica coffee; and minoritarian brazilian intervention on this market where Brazil could figure in an oligopolic position. The political actions focused to optimization of early segments of this production chain were classified like satisfactory and some new actions, in the political field, focused to optimization of final segments of coffee chain were identified and analysed. Thus, those appointed propositions are: meet of monetary expectations, change in warehousing policy focused in coffee; increasing of the actions focused to decrease the coffee chain’s climatic vulnerability; increase of the research actions focused in developing new products to achieve the final consumer; developing of a favorable agribusiness environment to achieve increase and national coffee industry’s consolidation; solvency of conflicts envolving national soluble coffee industrial production; coffee marketing actions.
